New York Teen Auto Insurance

Like many other states, New York has adopted a Graduated Driver Licensing (GDL) system. This is intended to reduce the number of accidents caused inexperienced teenage drivers. The system is designed to gradually introduce inexperienced drivers to more and more driving privileges as they gain behind-the-wheel experience culminating in an official New York driver license.

New York Graduated Driver License Requirements
The GDL is intended for aspiring drivers at least 16 years old. The New York GDL has three stages: Learner’s License, Intermediate License, and Unrestricted License.

Learner’s License:

  • Must be at least 16 years old
  • Must hold license for at least 6 months
  • Must complete at least 50 hours of supervised behind-the-wheel training, including 15 hours of night driving.
  • Provide two forms of ID
  • Provide Social Security card
  • Provide signed consent form
  • Pass written and vision test
  • Pay $10 application fee
  • Pay $12.50 processing fee
  • Provide certificate of completion for driver education course, if applicable

To obtain an Intermediate License, the teen must be at least 16 1/2 or older and meet the requirements of the learner’s license.

To obtain an Unrestricted License, the teen must be 17 years old and must meet the requirements of the Intermediate License and maintain a clean driving record. Teens under 18 must also take a driver education course.

New York Teen Driver Restrictions
  • Permit holders may not operate a vehicle unless accompanied by a licensed driver, at least 21 years or older at all times.
  • Permit holders may not transport passengers under 21 unless accompanied by a license driver, at least 21 years or older at all times.
  • Permit holders are not allowed to drive in any New York City parks.
  • Intermediate license holders may not drive between 9 pm and 5 am and may not carry more than one passenger under the age of 21 at any time.
  • Violating these laws may result in loss of driving privileges and delay in licensing.
