Pennsylvania Teen Auto Insurance

Like many other states, Pennsylvania has adopted a Graduated Driver Licensing (GDL) system. This is intended to reduce the number of accidents caused inexperienced teenage drivers. The system is designed to gradually introduce inexperienced drivers to more and more driving privileges as they gain behind-the-wheel experience culminating in an official Pennsylvania driver license.

Pennsylvania Graduated Driver License Requirements
The GDL is intended for aspiring drivers at least 16 years old.

A teen must first start with a Junior Learner’s Permit (JLP), they must hold this permit for at least 6 months and complete at least 50 hours of behind-the-wheel training with a licensed driver, at least 21 years or older. This permit is good for 12 months.

Applying for the JLP requires the following:

  • Proof of residency and identity
  • Proof of age
  • Social Security card
  • Permission signature of parent or legal guardian
  • Vision and knowledge tests

To obtain full unrestricted license:
  • Teen must be at least 18 years old
  • Maintain clean driving record for 12 months prior to application
  • Pass state-approved driver education course

Pennsylvania Teen Driver Restrictions
Learner Permit phase:
  • Driver must be accompanied by licensed adult, at least 21 years old, in the front passenger seat at all times.
  • Driver may not operate a vehicle between 11 pm and 5 am.
  • Number of passengers may not exceed available seatbelts.

Junior Driver License phase:
  • Driver may not operate a vehicle between 11 pm and 5 am unless accompanied by a parent/legal guardian or licensed adult, at least 21 years old, in the front passenger seat at all times.
  • Exceptions are made for driving to and from work, school, and volunteer/charity duties.
  • Number of passengers may not exceed available seatbelts.

Violating these rules could mean license suspension. If a teen accumulates 6 or more points, their license will be suspended for 90 days.
